Scott Swartzbaugh is Co-Founder and Managing Partner of T-IV DevCo, where he leads commercial strategy, capital relationships, and the alliances that turn a data-center program into a closed transaction. He brings more than 20 years of experience building high-performance supply chains and supplier ecosystems across enterprise technology, critical infrastructure, and professional services — including a professional background that spans DLA Piper and senior roles in solutions strategy and procurement leadership.

At T-IV DevCo, Scott owns the commercial and capital framing on every project: structuring deals, navigating stakeholder relationships, and coordinating the supply chain that underpins a power-first, modular build. His approach to procurement is the same as his approach to diligence — every counterparty checked, every term documented, every i dotted and t crossed before anything moves.

Scott is based in Southern California.

Del Roehrick

Del Roehrick is Co-Founder and Chief Technology Officer of T-IV DevCo. He leads the technology and engineering discipline behind the company's aggregator model — the integrated architecture that coordinates site, power, modular build, and managed services under a single accountable program.

Del's engineering approach is the reason T-IV DevCo can make and keep the promises it makes to customers: every technical claim sourced, every dependency mapped, and every delivery sequence stress-tested before it reaches a buyer or a capital partner.

Terry Van Roekel

Denver, Colorado

Terry Van Roekel is Founder of WestPorch LLC and Partner, Chief Revenue Officer, and AI Innovation Officer at T-IV DevCo. He brings more than 20 years of enterprise sales and marketing leadership across infrastructure, cybersecurity, and digital transformation — and has spent the last several years working specifically at the intersection of AI compute, power development, and enterprise go-to-market.

At T-IV DevCo, Terry leads commercial strategy for high-density AI data center deployments. He architected The Tier 4 Stack — a single-partner framework spanning site feasibility through live inference — and oversees a development pipeline that spans customers from hyperscalers to emerging neoclouds. Alongside that work, he leads commercial strategy for an enterprise security platform focused on data asset visibility, encryption, and compliance automation.

Terry is a U.S. Navy veteran who served in Intelligence and Cryptology. He is based in Denver, Colorado.

Strategic Advisor — Integration & Enterprise Partnerships

Chris Piecukonis

Carlsbad, California

Chris Piecukonis has spent 25 years building enterprise technology sales organizations and navigating the complex programs that come with them. He currently leads the Western States sales organization at NWN, a Cloud Communications Service Provider focused on helping enterprise and public sector customers modernize their infrastructure and move to the cloud.

Before NWN, Chris served as Regional Sales Director at Dell EMC's Networking division, leading commercial and enterprise account teams across the Western Region. Earlier in his career he served as SVP of Sales and Marketing at Cirrascale Corporation — one of the first companies building commercial infrastructure for machine learning and deep learning workloads — where he developed the go-to-market strategy from the ground up.

Chris has served on advisory boards for Hewlett Packard, Apple, Cisco, Microsoft, and Ingram Micro. He brings to T-IV DevCo the channel relationships, integration fluency, and enterprise account experience that turns a data-center program into something a customer can actually operationalize.

Technology Partner & Digital Architect

Jeramey James

Pacific Northwest

Jeramey James is Founder of Tolowa Studio and konative.com, and Technology Partner to T-IV DevCo. He architects the digital and AI infrastructure underlying the company's market presence and client-facing programs.

At T-IV DevCo, Jeramey designed and built the MOTION OS — the AI-powered operating system that automates lead capture, content governance, and go-to-market execution across the company's digital channels. He leads the website, SEO and AEO architecture, claim-governance systems, and the automation pipelines that connect inbound interest to the team.

Beyond digital, Jeramey brings hands-on experience in broadband connectivity and brokerage — the infrastructure layer that sits between physical data-center capacity and the customers who depend on it. That background informs how he thinks about the full program: not just how it's built and marketed, but how it connects.

His broader practice at Tolowa Studio spans digital product design, AI agent development, and technology infrastructure for founder-led businesses. He is based in the Pacific Northwest.
